Luckily I'm posting this for a friend. He's got a 600MHz late 2001 dual-USB iBook with a combo drive. He is having DVD problems...

He can't mount DVDs of any kind. He's tried opening DVD Player/VLC first, then opening the DVD, but they won't mount so therefore they're un-openable.

He said that CD operation is completely normal. He'd call Apple support, but the first thing they ask for is a credit card number and he's not willing to pay to find out his 3.5 year old iBook is finally showing it's age.

Any ideas? (I can get model numbers etc if you think they're necessary)

Has he tried using a DVD cleaner disc? The combo drive, like all dual media drives, uses two lasers, one for CDs and one for DVDs. It sounds like the DVD laser is dirty, and thus not properly reading DVDs that are inserted. Cleaning the lens is a good first step to seeing what's up.
