I want to get a Mac laptop for college this coming Aug and had been planning on waiting for the updated iBook. But now with the updated Powerbooks I am tempted to just buy one now and forget about the iBook. My PC is terribly slow and constantly crashes which isn’t helping with my wait.

What do you think I should do buy a Powerbook now (with edu discount) or wait for the new iBooks?

I don't know that Apple can update the iBooks anytime soon. If the base iBook is 1.2 Ghz, and the top of the line PB is 1.67, there won't be an iBook bump without a PowerBook bump, and this is probably the last bump we will see before the G5s, which still appear to be aways off.
