I will be upgrading my wife's computer (currently she has a G3 iBook/600 12").

The two computers that I am considering are a G3 iBook/900 14", 384 MB RAM, 40 GB hard drive, combo drive and a G4 PowerBook/500 15" 256 MB RAM, 20 GB hard drive, DVD drive. They both cost the same ($650). Any suggestions on which one to get?

My wife doesn't use the computer that often. She mainly uses it for Microsoft Office (some personal files in Word and a couple of simple spreadsheets in Excel). She is also in charge of the family photos, so she would be using iPhoto. (We have a lot of photos.) The lack of a CD Burner on the PB is not that important (no real need to burn CDs, and I have an external CD burner anyway). Another consideration is resell value. From time to time I like to sell the old and get something a little better.

Also, other than eBay (the bidding process is not for me and the Buy Now options are usually pricey), where are there good on-line stores (in terms of price and reliability) that sell used Macs.

unless you need the real coolness of the PB, BUY THE IBOOK! Durable, MUCH faster, cooler, quieter, etc, etc....
Not really much competition here. Only a few extra pixels. BUT remember the old 15.2" screens are not that high res.

Try the marketplace here at MacNN or at Macrumors.com. You could really find some nice notebooks for pretty cheap prices. $650 might even get ya a G4 iBook or 667 G4 PB if you look around enough.
