As long as you use the terminal you can ssh to the mac mini.

But there is also an external administration tool available from apple that should do exactly this (Apple Remote Desktop > 200$).

Or try vnc (http://www.uk.research.att.com/archive/vnc/ - freeware)

All solutions let you type on the iBook and use the iBook screen.

I'd say that it's not really practical. Remote operation tends to be laggy, even wired directly from one computer to the other. And considering the cost of the software I was David B. mentioned, it's really better (in my mind) to go ahead and get a separate screen, keyboard and mouse-you don't have to get a Cinema Display, you know!
