Hi there,
Since I had a new 1 GHz logic board fitted in my PB last week - due to lower memory slot failure -the cooling fan begins running at start-up and will not switch off - it runs all the time ......
Would anyone have any thoughts on this and is there a fix?

perhaps you need to reset the pram, here's some quotes and links to apple docs:

During startup, hold down command-option-p-r through at least 4 chimes, then release. Or use the open firmware method.

USING OPEN FIRMWARE:

1) reboot while holding option-command-o-f (boot into open firmware)
2) type: reset-nvram (return)
3) type: reset-all (return)
4) the Mac should restart on its own, if the commands have been typed correctly.

when you see “mac-boot” message

also, make sure virex was not installed on there for some reason.
