I have been using the 12" powerbook G4 for the past year and realized that the bottom part tends to get really hot. Recently even the palm rest and the trackpad tends to heat up. This only happens on the left section of the palm rest. Is this normal.

How hot is "hot"? The left side of my PowerBook (Rev.C) is always a bit warm no matter what I'm doing. When doing something processor intensive the metal area above the power-in around the microphone can even be slightly painful to touch.

It's all normal up to a point. If you're worried get Temperature Monitor - http://www.versiontracker.com/dyn/moreinfo/macosx/19994
