I just bought a 12" powerbook G4 and noticed that after pushing the power button to turn on the computer the startup "BOING" noise would go off but the screen stays black for 15-20 seconds. Afterwards the grey screen with the apple would come on. Is it normal to get such a long delay???

Perfectly normal. The machine needs to do lots of things before the screen is turned on. It usually takes longer booting from off than from a restart. You can try resetting the PRAM (apple-option-p-r held at boot until second boot chime), but I don't think that will make much of a difference.

My AlPB takes about 17 seconds from power on until the screen lights up. It's been this way since day 1 and is regarded as normal.

I get the same delay on my 1.67 GHz 15". It definitely confused me when I started up the 'book for the first time.
