I have a stock ibook G4 12", can I attach an other monitor thru the VGA and run the dual monitor? If not, what do I need to do to make this happen

VGA cable should have come in the box. The ibook only (officialy) supports monitor mirroring, but there is a hack to get monitor spanning. search for spanning hack and you should find the directions, I don't use it so I don't know off hand where it is.

install Screen Spanning Doctor, you can get it off versiontracker.com

it will let you do screen spanning, and also allow you to have your ibook rubnning with its lid closed (if you choose to)

does this program help u turn off the LCD monitor but still let the external monitor turn on with signal coming from ibook ?????????????

It lets you close the lid of the iBook (thus turning it off) and have your second monitor serve as ur only monitor.

the drawback, is some of the heat venting on the ibook/pb is done through the keyboard. So, as with any hack, weigh the risks.

I've never used the app before, can anyone confirm that all 32mb of vram goes to the external monitor and that its not split?

This is kinda on the subject of screen mirroring...
Is there any way to increase my resolution past what my options are now? I got a iBook G4 1.07 Ghz.

If you use screen "mirroring" then, yes, all 32 goes to the external. It's just shown twice.

If you're using a capable monitor, then SSD will allow you to increase the resolution.

its actually split. You have 32 mb of ram on the video card, if you have 2 monitors (the built in LCD & the external) then its split in half 16mb to each display. Check out the thread linked a few posts up for details on the splitting of video ram.

as for resolution, you can't change the resolution of an ibook's monitor, its stuck at 1024x768. But the external you can change to whatever it is capable of.
