Anyone know of a supplier or manufacturer for the pismo expansion bay modules? would like to buy some new blank modules (not ebay used) or have some custom manufactured.

Nobody ever sold empty modules -- they needed to be drive-type specific anyway (optical: tray or slot loading; Zip, hard drive, etc).

Whatever for, anyway? It's kinda late to be getting into the market for Pismo peripherals, considering that the major makers (like SmartDisk) liquidated their Pismo module stock years ago.

I was looking into the feasability of supplying powerbook g3 CD/DVD drives (dual layer ect) for the pismo/wallstreet PB's much like what MCE offered, but haven't been able to find much info about previous manufacturers. I was hoping to just buy the expansion bays from a manufacturer, or better yet find the manufacturer of the old expansion bay drives and see if they could run a few off...

You should talk to the guys at MCE, or even Wegener Media. Wegener makes his own DVD faceplates for his $200 8X DVD-R drives.
He can be fixed -- you can't.
