I was wondering if the trackpad on the ibook G4's have the same feature as the powerbooks where one can drag two fingers on it and it scrolls. If it does how do i set it to do so?

if it is one of the newer models, then yes

go into system preferences, and go to the mouse panel

you can set it in there

if its an older model, try this
