The battery on my 15" lasts roughly an hour with my display on the dimmest setting, and the energy saver set to longest battery life.

Will I be able to purchase one of these new batteries that last longer? Or is the longer life a result of the design of the new powerbooks?

Well it sounds like you're going to get much better battery life if you get a new battery, but it's not going to be the 5.5hr of the new ones. According to the tech spec pages the battery is a 50 Wh which is exactly the same as the previous revision (1.67-1.5Ghz) and even the one before that (1.5-1.33Ghz). The only Alu 15" that differs is the original (1.25-1Ghz) which had a 46Wh battery. I'd suggest searching the forums for instructions on callibrating your battery or reseting the PMU (Power Management Unit) because I have one of the original 46Wh batteries that I use constantly and mine lasts a decent amount longer than yours. Your last option is to get a third-party battery for a little more juice. There are a few people out there that sell 4800mAh batteries (53.3Wh), I know of three sources and one is NewerTech which they sell though Other World Computing. Here's the link:
