powerbook resumes programs after being shut down?

i noticed when i turned on my powerbook after shutting it down, it had the same programs open still. is this normal? i know it does it on standby but i didnt know it did it when shutting down too

This would only happen if you specify a particular program to start at login in the Accounts preferences pane. This may be presumptuous of me, but if you are a recent switcher from Windows, Finder windows, which do stay open across shutdown and restart, are not considered programs like Windows Explorer is in Windows.
