i dont understand whay ever possesed you to post this in the ibook forum...

but using the microsoft msn messenger for mac, you cannot use webcams. There are alternative versions of msn messenger for mac not made by microsoft, and i belive these support webcam

The best way to do video chat is to use iChat on the Mac side, and AIM 5.9 on PC. It works pretty well.
