Is there a way to disable my powerbook (OS X Panther) from going to sleep after about 15 minutes. I'd like to dowload stuff and be able to walk away for more than 15 minutes without the computer going to sleep and disconnecting from the network.

Look in the Energy Saver control panel, see what you find.

System Preferences -> Energy Saver -> Sleep -> Put the computer to sleep when it is inactive for:
Move the slider to anyting above 15 minutes.
