Lets say you downloaded somthing that was 450mb, i you where to delete this, would you get back all of the memory and would it be like it was never there in the first place?

Again, you're not dealing with "memory," you're dealing with space on the hard drive, and YES you can recover 100% of the space used by a file that you delete. When you trash a file it doesn't immediately recover that space, but when the OS does its cleanup the space will be returned.
