I am considering buying a used/refurbished PowerBook G4 to do some photo editing. Is there any difference in performance of the 800 vs 667? Are there any other issues to consider? I am looking for a good economical situation where I can dual boot 9.2 and 10.x.

You didn't mention if the 667 MHz model you are looking at is the DVI version or not. The original Titanium Powerbooks with DVI output were released in both 800 MHz and 667 MHz versions, while the previous revision Powerbook was 667 MHz with VGA output. The DVI output models have a higher resolution screen and better graphics cards that fully support Quartz Extreme.

So, I would say that if the 667 MHz model in question is the DVI model, then there will probably be little practical difference between it and the 800 MHz model. If, however, it is the VGA model, then I would definitely opt for the 800 MHz Powerbook.

This assumes that there aren't other factors that are dealbreakers for you (such as if it has Airport, hard drive size, optical drive, etc.)

Hope this helped.
