Needs some advice on possible Hard Drive Issues

Hello once again folks.
I am having what I think is a Hard drive issue. My computer would take forever to book up, some files would not open and things are just generally slow....
I am reinstalling everything and Jaguar installed fine, then I am doing the Panther install with the upgrade CDs and it is freezing up on Checking Target Volume Consistency, it hangs at 50%

Am am pretty sure it is hard drive related, but wanted to know what you guys think before I go and drop the big bucks up here in Canada for a replacment.

Also...I was going to keep the system files but I just started to do a full reformat and see if that works.
