i was wanting an external hard drive to swap and store files between my desktop pc and my macbook pro. is this possible? and how should i format the hard drive, and which system should i hook it up with first, or does it not matter. thanks.

Yes, it's possible. Use the Mac to format it as FAT32 ("MS-DOS"); both systems will be able to read from and write to it.

Do you need recommendations for a drive/enclosure to buy?

Pick an enclosure you like from this list; they all support Firewire, some also support USB (if you want that). Prices range from $25 to $100.
I like Seagate drives for their 5 year warranty; 250GB is $103.
