I my IBook G3 Logic board Bad?

Hi,

I bought a 12 inch G3, 900Mhz IBook from a friend. When I turn it on, it instantlly turns on the backlight (gray screen), even before the apple chime. It just sits at a blank gray screen forever. Is this sound like the logic board is bad? I have tested the display and drives on my other IBook and know that they are in working order.

Anybody have any ideas?
