What's the processor speed?

I recently had a processor upgrade performed on my Powerbook. The advertisement for the service offered a 1.4 GHz processor. After the new processor was installed, Apple System Profiler reports the speed as 1.2 GHz, as does another utility. When I inquired with the vendor, this is what I was told:

The 1.2GHz showing up in the About this mac window is incorrect. If you open [a utility provided by the vendor] you will see the true speed of the upgrade 1.4GHz. The 1.2 is just the boot up speed of the computer not what it's actually running. We are trying to find a way to fix the bug that doesn't change the number but it's a work in process.

Can someone who knows more about processors than I do tell me if this reply makes any sense?

You could run some benchmarks - see how they fare agains a 1.4Ghzmachine

im not sure how processor upgrades go, but if one were to overclock a 1.2G4, would it show as 1.2 or 1.4 under apple system profiler? if thats the case than maybe it's right...but dont trust said vendor app.
