Hello, I've recently bought a new iBook G4, brand new and sealed, from eBay. The unit is perfect except for one problem: the internal fan.

After perhaps ten to fifteen minutes after I boot into Tiger, what I assume is the internal fan (based on the reported location under the F5 key) begins to kick in, making a very audible whirring noise and louder than I would expect from an iBook.

When the fan comes on, I'm not doing anything particularly stressing for the processor and the iBook is placed on the flat surface of my desk.

Is this kind of behaviour normal? If not, then I'll need to call technical support, as my warranty is still fully in place.

It's not normal for the fan to come on 10 to 15 minutes after booting up from cold.
It shouldn't come on unless you ARE doing something stressful ore it's on a surface where it can't get enough ventilation (like a bed or some other soft furnishing). If you live near one, take it to an Apple store and see what they say.
It does have it's four rubber feet on the bottom doesn't it?

You should also check Activity Monitor and organize by "% CPU" to see if something is running that you don't know about and taking up CPU cycles, heating it up. Widgets are often such a culprit.

I've noticed that this only really happens when my battery is charging. Is this an exception?

I have the four rubber feet too.
