from what ive heard, it looks like the CPU and GPU for the 15" MBP Core Duo are slightly underclocked. is there any way to safely clock them to full spec? I'd love to hear your thoughts.

This has come up before. If Apple could make a machine faster safely, with minimal extra heat and maximum battery life, they would. In other words, Apple doesn't cripple machines on purpose. If there is a way to do this, the machine would probably overheat, forcing immediate sleep or shutdown.

I believe I have read that it runs at full speed with Windows drivers. These of course ony work when you're running Windows. I know this person plans to support what you are trying to do:
ATIccelerator II | on-the-fly overclocking for Mac OSX
But, so far he hasn't. In doing this, you risk completely destroying a very expensive laptop. If you blow it up, you can only fix it by replacing the logicboard. That being said, if it was guaranteed to be sitting on a desk with proper airflow, you might be able to get away with bringing it up to spec. I am not sure. I just don't overclock integrated video.

The CPU in all Intel-based Apples is running at the correct nominal/rated frequency.
The GPU in the 15" MBP CD is substantially underclocked (~40%). I'm sure Apple had a reason for this, I just don't know if the reason is the ability to create a significant graphics performance bump without changing the chipset, or because the heat is unmanageable.
