Battery doesn't charge - Adapter dead?

I have a 12'' PB G4. I'm out on a trip to Europe and today I realized that my battery doesn't charge. When the battery is in my PB the ring LED stays on for 2 seconds and then it goes out. When the battery is out of the PB the LED stays on, but the PB doesn't start (the hard disks parks in 1 second after I press the start button) at all. Are these typical symptoms when the power adapter is dead? Can it be so in spite of the ring LED staying green when the computer is off and the battery out?? Never had any problems in the past in countries with 220V power...

Now I write from a Thinkpad.
