Ok, I finally made the move to macs after a few years of PC use, and I like the overall feel of OSX, and considering I got a great deal on the powerbook ($340) I couldnt pass up this offer, everything works fine but I think I messed up a setting or something, cause now when I try to open any .dmg files, or msn, it doesnt work, it eventually comes up with a popup saying ’The device could not be mounted’ and shows the file and beside it it says the device could not be configured, is there a solution to this or am I out of luck, IE and firefox and almost everything else works, but no .dmg files will open

There is a system component that handles the mounting of .dmgs. I would try a disk repair utility, and if that does not fix the issue, I'd next do an Archive and Install of the OS using the install disc(s).

What OS are you running? You can buy Panther cds on EBAY or opt for Tiger for more money.

Ask seller if they have CDs unless they sokd you a hot PB.

No serial number needed. This is Apple, not Microsoft.
