12" PowerBook 867 kernel panics, only boots in safe mode

Hi everyone, thanks in advance for any help you can offer. I do appreciate it.
I have a 12" PowerBook 867mhz with 640mb of RAM that started having kernel panics upon booting. I can always boot into Safe Mode just fine and it works and never crashes, but I always get a kernel panic at the very beginning of trying to boot normally.
I reinstalled the operating system (10.4) and the same problem persists -- "You need to restart your computer" at every restart. This even applies to the first reboot after installing Tiger: if I try to boot normally, a kernel panic, but if I boot in safe mode, it boots fine and asks me for my setup information (create user account, set time zone, etc).
I have verified and repaired the disk several times. No problems found currently, but there were problems that could not be repaired prior to the first OS re-install.
Disk Utility shows "Verified" for S.M.A.R.T. status.
I have tried booting without the additional 512mb of RAM, and the result is the same -- no problem booting into safe mode, kernel panics early when booting normally.
I'd really love to hear any suggestions for narrowing down the source of this problem. Thanks!

After booting in Safe Mode, I can never get it to shut down properly... it goes to the background and a cursor and nothing else, and stays like that forever.
I re-installed and updated to 10.4.8, all within safe mode... still works perfectly in safe mode, kernel panics on normal boot.

Is anything connected to ports?
Kernel panics are mostly related to "driver issues">
When you boot into safe mode thse extensions are not loaded.
When you chose shutdown after starting in safe mode, make sure it runs it's course!
Check to see what startup programs are set to run in System Prefernces!

No peripherals are connected, all ports are free (except power cord is plugged in).

That's good to know... I wonder how I could be having driver problems with a brand-new, all default install of 10.4, updated to 10.4.8?

I've left it for many minutes and it just hangs there... tonight I will try leaving it overnight.

How can I check this through System Preferences? You mean the login items under Accounts? Nothing at all.... it's a 100% fresh clean install.
