Is it possiable to regulate the fan? I was wondering because It goes on alot, and also does when you have a dvd in your MB is the disc drive loud?

You can. However, it might be best to first check why the fan is going on: utilities like CoreDuoTemp will give you a readout of the machine's internal temperature sensors. smcFanControl does let you control the threshold at which the fan kicks in, but likely not in the direction you want.

As for the DVD, this is quite subjective, and there is a fair amount of variance. So long as the discs aren't being damaged and appear to be spinning evenly and not banging into things, you're probably doing okay. If they don't eject, wobble a lot, or have read errors, that would be a cause for concern.

Are you trying to minimize the fan usage for sound reasons? If so, ask yourself this: what is more disturbing to you, the sound of the fan or the risk of cooking the processor due to a incorrect fan speed?

If the fan is coming on a lot, there's probably a good reason for it. Depending on the vintage (i.e. manufacturing time) of your machine, there may be a firmware update that changes the fan operation. My machine came out well after the update so I'm not familiar with it, but take a look here and see if this applies to you:
