Is there any way to completely wipe clean my secondhand G3 ibook's hard drive to basically the way it was when it was originally purchased?

If you have the original system CD, then boot from it. Depending on what OS version, you can choose Disk Utility at some point and erase the drive. If you want to deliver it with a functional operating system, then run the installer. You can quit and let the new owner create a new account. Or you can restart and make a dummy account.

Multi-pass wipes are much more secure, if this is an issue for you. Just be aware that multiple passes take time.
