If your PB isn't working, I think an easier solution is to take it into Apple. I'm guessing like most other things, apple really doesn't open up the firmware for folks to be mucking around there. I'm not saying it can't be done, but rather its a lot easier to have Apple diagnose and repair your PB then you try messing with the firmware. You make one wrong move and its toast by which you'll have to bring it in for apple to repair and I assume at that point it would be $$$

Edit: did you trying googling it, I came up with a number of hits regarding open firmware - I still think its better for apple to fix a malfunctioning computer but call me old fashion

On a PB G4, you should try resetting the PRAM and the nvram, instructions for which you'll find on Apple's support site. Those should solve your booting problems, unless it's something like the HD going bad. You should also try an archive and install. After all, you're probably not under applecare any more?
