I got a 40GB drive that needs to be backed up to a external drive with an excess of 44gb available. I am planning to reformat and reinstall OS X to remove the software/data that i may not need anymore and start anew. I'd like to know what apps do I use to accomplish this.

This has been scheduled to happen this month to coincide with the original launch of Leopard but in light of the October/November release I am still pushing through with the clean install.

I use SuperDuper to backup my internal HD.
It has an easy and simple interface and it's FREE!

It costs 19.95 if you want the full version with extra features.
The free version allows you to backup your entire HD forever. You can't do smart backups and other features.
