The small shock you get is indeed due to a grounding issue. Supposedly it is due to the fact that when one uses the power adapter with the folding plug, the adapter is not grounded, and using the long, three-prong power cord eliminates the problem. I have seen a number of people complain here that the cord doesn't help them, but they have also pointedly NOT posted that they had their electrical outlets tested to ensure they were properly wired. If there is a wiring problem (lack of a ground, reversed hot and neutral leads, etc.), that can also cause this problem.
I have not personally experienced the effects, nor have I heard any local acquaintances with MBPs (or PowerBooks) report it, so I can only pass on what data I've read. But if using your three-prong cord doesn't correct the problem, (and try more than one outlet if this is the case) get the outlets that you still get shocks from checked.
