I use a Mac iBook G4 OS X 10.4.10 and have just under 2GBs left of the 30GB memory that came with the computer. I bought an external memory (Beyond Micro 80GB HDD) and want to use it. I was told I will need a "utility program" to format this. Can someone please explain what a "utility program" is and how I go about getting it? If I go on to Beyond Micro's web site, can I download the utility program from there?

You bought an "external drive." "Memory" is internal and called "RAM" for "random access memory." Hard disk drives (which is what "HDD" stands for) are internal or external. The "utility program" you need kind of depends on how Beyond Micro built the box the hard drive is in, but looking over their site, it seems that these are just plain-jane external drives. Plug it in and open Disk Utility; you should see the external drive there. Disk Utility will let you format the drive the way you want.

Welcome! You don't need anything to use this with your Mac. Disk Utility (found in applications, utilitites) will format the drive for you.
