Is the second disc scratched or dirty?

Your MacBook Leopard discs won't work on your iBook for two reasons:
1. The MacBook discs are coded to only work on MacBooks.
2. The MacBook discs probably only contains Intel software.

Can get generic Tiger/iLife disks from eBay etc or some Apple shops if they have in stock. eBay etc also sometimes sell the original install disks. You will need to make sure that you get the right version though. It should say on the disks you have the exact version number (like maybe 10.4.3). Earlier versions won't install, and versions for other computers (like eMac or PowerBook) /might/ not install.

I believe that you can also purchase these disk from Apple, for around $50. Give them a call.

Failing that, you can go and buy Leopard and iLife for it.
PowerMac G5 1.6GHz 4GB 1TB Leopard Server, MacBook Pro 2.16GHz 3GB 160GB Tiger, Mac Mini 2.0GHz 3GB 250GB Leopard, Mac Mini 1.42GHz 1GB 250GB Tiger Server

As long as both sets of discs are the same version, then yes, it would work.
If they're the same as yours, it may be wise to make a copy and give them to the new owner with a note saying how the originals are still there, so the license is legal but here are some backup copies because the originals are scratched.
