PB G4 running OSX 10.5 - Battery not charging!!

Oh Man  
The battery is not charging on my PowerBook G4. I installed Leopard months ago and it has been fine until just recently. I also changed the battery last year, so that is reasonably new.
When I put the power cable in the light remains green (ie does not turn orange to signify it is charging and the battery shows as not charging ( also the green lights on the base in the battery case are not on).
I cannot run the PB on the battery right now and it is a pain...
Any ideas?

Try resetting the power manager. If that doesn't work, either you have bum battery or there's something wrong with the charging circuitry (more likely a bum battery even if it's relatively new).

Is there a way to test the battery? Or run some kind of diagnostic on the machine? I don't want to buy a new one to discover it's not the battery!

On a g4 it is reasonable that your battery is dead. Have you noticed reduced performance?

On a g4 it is reasonable that your battery is dead.
What does that mean? I replaced the battery less than a year ago. I don't think that's reasonable at all.
Anyway, is there any way to do a diagnostic?

Have you noticed reduced performance?
When running on battery power there is no performance, on the power cable it is usual. Previous to the battery not working there was no noticable reduction in performance.

If it works fine with power cable connected then it's probably a bad battery you got. That's my guess.

Does the battery feel hot to the touch when it is plugged in, like there is an abnormal amount of resistance?
Also, I must admit that when I posted my last response I didn't notice your sentence about replacing the battery recently.
The lack of lights on the battery itself might indicated that the components in the battery are shot, which is a good sign, as your computer is not the issue.

No. It is not at all hot just room temperature
Also, now just using the power cable the PB will wake from sleep for just 2 seconds then goes back to sleep. I can hit the space bar and it wakes for a couple of seconds then sleep again etc etc.
I'm not sure it's a battery issue.
Can someone point me to a diagnostic tool?

Room temperature might mean that it is not getting any juice from the charger. It should gain some heat while being charged. The problem might be battery side or hardware side. Only one way to find out, try another battery.
