It can take Leopard, but I wouldn't recommend it - I tried that OS on an 876 MHz TiBook G4, and it was terribly slow. I'd put Tiger on it if I were you.

I would recommend Leopard myself. It's got the best functionality for obvious reasons.

I have Leopard on all my G4s: 450, 800, 1067, 1250, 1700.

I put Tiger on my wife's G4 800MHz iBook, and it worked quite well. Didn't try Leopard on it, and then we got her a MacBook to replace the venerable iBook. Tiger is a definite player at the sub-gigahertz point.

I'd put Tiger on it and make sure there was enough RAM. The only Leopard feature that is relevant on an iBook is Time Machine. Don't get me wrong, Time Machine is awesome if you use it, but I don't think anyone is buying a used G4 iBook for their primary machine - backups can be handled in other ways.

10.5 is a great step forward on Intel machines and to some extent on a G5, but you lose Classic and you add a lot of memory overhead. It's the one Mac OS update I regret making (on my G5).
The low-end Mac Pro is the most overpriced Mac since the IIvx

There are cheaper, faster laptops if you want to run Ubuntu or Fedora.

Although I was happy with the way it still ran with Tiger 10.4.11 I installed Leopard 10.5.8 on an iBook G4 933 with 640 MB RAM to get it to work with the same Bluetooth headphone I use these days with the various computers and gadgets in the house. No regret.
