I need a wrapper script to stop a win2k service when task manager runs, then restart

As the topic says, I need some kind of wrapper app or script that can run in the background that uses very little proc power that watches for task manager to be opened, and stops the service while it's open, the starts it again once it closes.

Can anyone help me with this?

Someone has got to have one or have the knowhow to make one.
I need this as stupid user protection for some computers I admin where the users have admin and think they are in charge.
Stupid people like deleting things that they don't know what they are.
"Oh no, something is using my processor. It must be a virus."

What they can't see they most likely can't break.

Have you considered setting a system process (one that can't be stopped through Task Manager) so that it is dependent upon your other (monitoring?) service?

There are many services that even as Admin you can't stop with Task Manager.
