Is this the same as the XLR8 one by Daystar? If it is, then why is it half the price of the XLR8?

XLR8 550 MAChSpeed G4 PISMO - PowerBook CPU Upgrade

It isn't double. But it seems like the shipping costs are excessive. Upgrade prices are rediculous anyway.

I don't believe Wegener's upgrade is the same as Daystars, and I believe the user reviews on the Wegener's were less than favorable.

The Pismo G4 upgrades that are generally well liked are:
