Anyone looked at replacing the pismo motherboard with one from a newer macbook? I would assume it would have to be from an older macbook with a 14" screen, but would it be feasible? Or how much would it cost to just have someone create a replacement board based on the newer macbook pro motherboard, but just with the pismo form factor (shape)?

Can't be done. The form factor includes all kinds of things, not the least of which is the battery. As far as making a custom board from a MacBook, I think you could buy several 'Books for the cost!

So it sounds like adapting a different apple logic board for use in a pismo might not work, what about having someone design/build a replacement motherboard? Anyone have any insight? Companies that design and build, what would be needed?

Design or build? Not going to happen, sorry. The only thing you could replace a Pismo board with would be a different Pismo board.
