I own a Sawtooth G4 350. I was wondering what the chances are that it is really a underclocked 400. I know that Apple moved their G4 line down 50 MHz because of a lack of 500 MHz processors.

No, 350s were actually manufactured by Motorola intentionally.

I just finnished overclocking my sawtooth 350 to 450. It runs fine and is a revision 2.6 cpu.
