AFAIK, those utilities never made it to Mac. A shame too, this thread comes up every now and then in the news groups and elsewhere. What you're referring to isn't really overclocking so much as raising the speed to ATi's rated speed for the Rage 128VR (1999 iMac chipset). I wonder why Apple underclocked the chips??? There have been lots of suggestions put forth, but noone knows for certain.
There is a page dedicated to overclocking the G3 of the slot load iMac (and many other Macs), but that involves tearing down your iMac and soldering tiny SMD jumper resistors. I've done this before (not Mac) and it's close work. You have to be sure you add extra cooling (larger heat sink, more CFM on the fan, etc). Naturally, this would void your warranty and it's a risk -probably not worth it. Apparently, 450MHz is possible on the 400MHz DV (1999 model). You can see the results here:
