what is the cheapest usb video game controller that will work in osX, i just need the basics so i can play NES emulators.

No OS X NES emulators support gamepads natively so you will have to use a program that maps the buttons on the gamepad to the keyboard, such as GamePad Companion or the drivers that come with the iShock II.

if i get that gamepad companion will i be able to use an older controler that only has os9 drivers? i bought a macsense funpad but it is only os 9 compatable, id really rather not have to spend 40 dollars on a contrroller, i may as well jus t buy a regular nintendo and hook it up to my tv.

GamePad Companion should work on any USB game controller. I can't speak for your gamepad in particular but I know the demo worked on my Microsoft Sidewinder gamepad.
