Civ III: build queue broken

Towards the end of a longer game the other day, the city build queue stopped working for me. Pressing shift makes the text change to "queue active", but then clicking a unit doesn't add the unit to the queue, it makes that the unit to build. There's no clues as to what brought this about:
-no OS or game updates
-no game crashes
-no changes to game prefs
-no recent mod dates of any important files, so things appear to be untouched

This was on version 1.21f, which I've been using for ages. I did a brand new install from the CD again, and then added patch 1.21g (the latest, AFAIK), and still get the same problem. It happens on new games and old saved games.

So, any clues as to what's going on?

You've hit a bug I'm afarid. Did you contact civ 3's tech support ?
