I read the other sim city thread, but it seemed like it was more focused on performance. I didn't really get a good feel for how the gameplay is.

So: is it fun?

I loved SC, liked SC 2K, disliked SC 3K (at least partially due to the horrible windows-esque interface). Should I get 4 or no?

I think it is very fun - very nice UI as well. There is an hourglass wait cursor though!

I can't seem to pull myself away from it some evenings.

My only complaint would be about the manual. I'd like more info on the mechanics of the game - such as how to properly use forms of Mass Transit. I'd rather not have to scour the web for that info in forums.

It is fun, but also has a bit of a learning curve over the previous games. There is a lot more to adjust to and to get your city profitable. There is a lot more micro-managemnt than the previous games, you can control funding to power plants one by one, schools, police stations etc.

It can be a bit frustrating and aggitating at first but once you get the hang of it, it's GREAT.

The Prima Official Strategy Guide is pretty good. It certainly helped us improve our gameplay while porting the game. It's about $20 retail.
