Well from the Blizzard FAQ for Starcraft Ghost which is not Starcraft II it said the following:

Q: Will there be a StarCraft II? When?
A: Although we have not made any announcements and do not have a development or release timeline, we do fully intend to revisit the world of StarCraft on PC at some point in the future.

So the admit they intend to but not that they have started or anything. So either they have started work now or those are really convincing and very pretty fakes

Probably a really hardcore SC fan, or early renders from the blizzard team? They're not gameplay, that's for sure. Look cool either way.

Those probably aren't the real deal. The colors look a little drab for a Blizzard game.

I don't think SC 2 would look exactly like starcraft one, except in 3D. That would be dumb.

They say the intend to revisit the WORLD of StarCraft.. to me that does not suggest StarCraft II, more likely it might have been a reference to http://www.blizzard.com/ghost/

They look very nice and could possibly be the real thing. I am skeptical, though. I'm guessing they are done by a SC fan that is rabid for SC II (as am I) and I, personally, appreciate them. Because they are bad-ass and I will be keeping them.
