Can someone tells me how to open a console window in Simcity 4, so that I can enter cheat code to get more $$$$$?

Those PC game website all says Control-X. I tried (and I even tried Command-X), but I cannot get the console window.

Please help me quick, as my city is running out of money.

Got it work now

I just have to press ESC key to ensure I have deselected any tool first, but Control-X.
