Red 1/4 of a Ring of Minor Sickness?

So my 360 is about a month and a half old. I noticed after downloading the Forza 2 software update, my 360 has had trouble starting up. About 60% of the times that I power up the console, nothing happens and my TV doesn't get a signal from the 360. 20% of the time, a screen pops up displaying about 10 languages, telling me to contact XBox Support. The other 20% of the time, the 360 boots up and everything works just fine.

And, oh yes...the bottom right (with the console standing up on its side) red light pops on every time that problems surface. I know what the red ring of death is, but I'm not sure about the 1/4 ring. Anyone know what might be going on?
