You can see the reply to the question yourself here in the topic labeled "ETA on 1.21 patch for Civ3?".

Maybe it would finally solve the corrption bug that I seem to be experiencing... After I've got a fairly large empire amassed, corruption becomes a wee bit of a problem. But when I change governments (from despotism to monarchy to republic to democracy), the corruption rate never goes down!!!

Which means managing my large German empire, around 60% of the available land mass, a huge pain in the backside. On top of that, I'm at war with most other civs, and the only way I can successfully defend myself and counterattack is by keeping my major cities producing a constant stream of troops, as the cities further from the centre are way too slow to produce them effectively...

That's not a bug, that's by design. Use a commercial Civ, put cities in wltkd-mode, build courthouse and police station. Corruption's being toned a bit further in the 1.21 patch though.

Huh? If I remember correctly, it says in the manual that corruption is reduced with more advanced forms of government. Is that not the case? And is so, why'd they print it?

I'd agree that corruption is too high, regardless of the manual or design. In far-flung cities, I can barely get higher than 1 shield, even with democracy-courthouse-police station. I don't even try to keep a large empire, just go for the massive buildup, then blitzkreig and wipe out everyone at once.

OK, changing government does help: Despotism is higher, Democracy is lower, Communism is "smeared out", but it doesn't do as much as you seem to think (and I honestly think Democracy should do more). There is a counter on how many cities you have - above some value, corruption goes into overdrive. On the default map, this value is 16 cities.
