I'm working on a Website which, while mostly in English, needs to include some Japanese text. The pages are encided in UTF-8, and I'm pretty sure the encoding and language attributes have all been set where needed. This seems to work well in all browsers except Netscape 4 (and iCab and OmniWeb, but I think the bug could be related).

So my question is: how do you get NS4 to display Japanese text in a UTF-8 page? For this question, assume that the user already has Japanese fonts and language support installed.
