I've written a fix for DreamWeaver; you can download it for free at http://www.planetjomo.com

I am not supporting this in anyway; but this small file will work on
Macs and PC's running Dreamweaver - it adds a menu item to insert a
movie - this item will include the needed object and embed tags so that
quicktime movies will play correctly.
