Overall design looks good.Colors go well together, and the fonts are clean-looking. I do question his use of Flash for site navigation, though, and there's one page (the one after the splash) which seems to want to load a Flash graphic that isn't there. The design doesn't get in the way of the content, a major plus. Minimalist, but very elegant.

HTML code looks clean, though he should put a DOCTYPE on his stuff. It looks like HTML 4.0 Transitional, and since he doesn't use CSS there's nothing to worry about when it comes to browser bugs.

Browser-wise, I'd check this with IE4/Windows. I can't be certain on this, but I'm not sure it will work there; there are compatibility issues with a couple of attributes he uses. I don't have IE4/Win to check myself, unfortunately. Looks good in NS4/Win, NS6, and IE6/Win (I'll look in Mac browsers later, or leave it for other users to work with).

I admit to chafing a little at the table-based layout, but this particular layout is simple enough that the code isn't too tough to follow anyway. It should make sense when linearized, so accessibility is still good in that aspect. Unfortunately, the use of Flash for site navigation pretty much kills accessibility otherwise. Otherwise, Flash seems to be used pretty well.

Overall, not too shabby. Could use a little touching up, but great as an early design. May want to consider trying CSS; the design is basic enough that a single stylesheet should work for everything (nothing fancy enough to break any browsers is needed here) and even trim a little off the code size. It would also alleviate the need for Flash in site navigation, bumping accessibility up a notch.

The "Interactive Locator Map" kind of confused me at first. It would look cool if the whole map thing were animated, instead of having to click on everything. Also, rather than having a button that says "skip intro" it might be better to say "skip animation" to avoid confusing it with the text introduction to the site. And a few of the links are broken, but that's an easy fix. Overall, it's pretty good and informative. And I wouldn't worry too much about the Flash thing, since most recent versions of Netscape and IE install the plugin; it just depends on what your target audience would use.

a few thoughts...

Generally I agree with most of the comments offered earlier. Nice simple design and such...

As for the flash, considering you not doing anything that a simple rollover can't acomplish i would switch. While you will be create a bit more download, compatablity is always better. (Most search engins can't follow flash links)

Lastly, you need to add some TITLEs to your pages another big help to be picked up by search engins.
