I can find forms on it very nicely, yes... and I'm sure the IRS paid mucho bucks for the rehaul... but take a look at the front page right now. It features this friendly guy:

in all of that unproportioned glory on the front page, and the page's background is not set to anything, and therefore its grey background clashes nastily with its mostly white main body (in IE5.1 Mac anyhow) .

IRS needs designers.
